Sub title formatting

Hi there

I have a measure as folows:

If I add this measure to a card visual, the display is as follows:

However if I add the measure to a chart sub-title the formatting does not work, using the same measure?

If the change is positive however, both visuals reflect the values correctly? Any help appreciated?
