Static values in card.

SM321 Edit interacations will not account for filters in the Filters pane. You can potentially get around that by using ALL in your measures.

Create meaures

RemoveSlicers = 
CALCULATE(
    SUM('Table'[Value]),
    ALL('Table')
)

Remove filters = 
CALCULATE(
    SUM('Table'[Value]),
    ALL('Table'),
    REMOVEFILTERS('Table'[Value])
)
