Can anyone help on below Matrix table visual requirement, I have 2 values count and values and i ploted in matrix table with state and city however the count and values are plotted as below.
However I need the visual as per below format, Please help on this.

The native matrix visual doesnt have an option to group the columns by a certain measure first then followed by another. The closest you can get to with some advanced DAX is something as below. Attached is a sample pbix you can play around with. You may also submit this as an idea at https://ideas.fabric.microsoft.com/
