I have two slicers 1. Technologies 2. Languages
when ever I need to multiselect the languages i need the list of employees who ever involves in that multi select slicer.

Please try to add this measure to the visual level filter:

ALL ( 'Employee data_new' ),
[ID] = MAX ( 'Employee data_new'[ID] )
&& [Technologies] = MAX ( 'Employee data_new'[Technologies] )
&& [Languages] IN _a
)
)
RETURN
IF ( _b = COUNTROWS ( _a ), 1, 0 )
