So I created a few local PBIX reports and published them to our 365 tenant. I gave access in 365 to our other in-house report creator employee. The goal was for me to publish a few key datasets, so he could then build reports based off those data sources. That all is working fine.
The issue is when it comes to the other user refreshing the datasets. I have an on-premise gateway running. Not the personal one, but presumably an organizational one. That all looks good when I view my datasets. I can manually refresh, scheduled refreshes are working, there are no exclamation warnings, etc. I have set my data sources to have organizational access. My other user can only manually refresh the reports he's built that have my datasets linked. He has linked to them through finding them in the 365 Data Hub. And the visual tables in his report show my datasets as powerbi:// resources.
What is the best way to accomplish what I'm looking to implement? If I create a dataset, have it working fine with the on-premise gateway, and I've set it to automatically refresh daily, then why can't my other user (who has been granted access in 365) see these daily refreshes?

No feedback? I would think this scenario should be common. Where one user creates a Dataset, shares it with another user granted access, the other user creates a report using the shared Dataset via the other user's Data Hub, the original Dataset is scheduled to be auto-refreshed, etc. But the other user's report doesn't reflect the refresh...
To better clarify a bit, the other user's report shows my datasets pulled from the Data Hub as being "live" direct queries. But for some reason the report itself doesn't auto-refresh when opened, and therefore doesn't show the most current data that the datasets have in them.
