Sharing Pro Per User Workspace app with non licenced users

Good Morning, 

 

I have a PPU user and created a premium workspace, i then pusblished the app but it seems not licenced users still cant view it.

 

I thought with a preimum workspace anyone in the organsiation can view the app.
