Select specific areas to use in weighted averages

Hello. I want to know if there is a way to select certain rows in my data to run weighted averages on. So it would be a series of toggles or just select multiple fields that I know I want to use the weighted averages on. There is a way that I see that Is done by distance so in the work example it's by miles so it selects the data based on a radius. But I don't want it to use a radius. Id want to select the unique fields that I and others would think a weighted average would be better suited for. 
im new to power bi I'm trying to figure out if what I want to do is possible. It could be toggles or selections and then the weighted averages would only be used on those. And others could use this tool in the same way. Thanks if this makes sense

You seem to be describing the Parameters feature, both "What if?" and Field Parameters.

Perhaps. I see the equations that I'll use to calculate the weighted averages and add new fields. I was thinking more along the line of what visual tool I could use to either type out which of the unique records I want to be used in the weighted averages. I want it to be a person to enter this. 
I can accept the solution and research more and try to get it set up
