Security level like this

Hello, 
Is it possible to maintain security level like: 

There is a user, who sees a visual (barchart) with certain count. The user will see all the data (incl count of Manegement level rows), however there is a drilldown used to this chart, he or she will not see Manegement level rows (id, names etc). so the data disappear for this user?

Yes I know but how to setup this kind of security? In normal scenario I would exclude management level rows from chart as well
