I added in a dashboard a scattered plot map. Is there any possibility to add the values of the X and Y Axis clode to the name or inside the bubble

You might want to check out the custom visual bij Xviz because it has a lot more customization options. In this video you will see an example of what you're trying to achieve:

Scatter chart don't do what you need directly, I have an alternative.
Here is my example data:

If you use a Scatter chart directly, the page will look like this:
Create a calculated column:
CustomLabel = 'Table'[Name] & " (" & 'Table'[X_Value] & ", " & 'Table'[Y_Value] & ")"
Drag the created calculated column onto Values and the final page result looks like this:
