Scatter Chart with Lines Comparing One Series to Another

Is there a way in Power BI to create a chart like the one attached?

There really should be a solution to show min/max values in this format.  The suggested solution here by MAQ does not meet the need. There's no opitons to apply data labels or cateogize the Y axis.

The closest visuals I can find are Dot Plot by MAQ Software custom visual and Dumbbell Chart by MAQ Software custom visual.
