SQL to DAX Conversion

Hello All , 

I have two table A and B and I need to create DAX  for below  SQL query on it - 

 

select * from

(

select a.user,a.city from A1 a

left outer join B1 b on a.user = b.user and a.city= b.city

where isnull(b.user,'') = ''

) a

where a.user not in (select user from  B1)

order by a.city

Thanks for the reply. I have tried it but some of the KEywords are not working on Power Bi editor.

Please remove the key word "EVALUATE".
