Hello,
I am trying to achieve where if I view as a 'IT' in row level security, that all the users would still appear.
So for example, from the image below, I still want this to be shown, even though I view as 'IT' in the Modelling Tab
Any help would be much appreciated!

If you publish your Power BI Desktop report to a workspace in the Power BI service, the roles will be applied to read-only members. You'll need to indicate that members can only view Power BI content in the workspace settings.
Warning
If you have configured the workspace so that members have edit permissions, the RLS roles won't be applied to them. Users can see all of the data.
please make sure the "IT" role have no edit access to the report.
