Row Level Security Enabled report is not accessible with 'Viewer' level access

I have a report which has row level security enabled. The earlier version of it was working fine.

 

Recently i made some changes and published the new report. With the same Row Level Security and for end users i have 'Viewer' level access. But i got the below error:

But if i change the access level to 'Contributor' or above its working. I am not understading what i am going wrong.

 

Compared to my old report, i just added a new static excel data and the 2 data sources have a relationship defined. I have not kept the security to the second datasource as my first one is linked with it. I will test if that is impacting the report but i dont get why i am not able to view the same report with 'Viewer' level access which was possible earlier.

@Anonymous have you remembered to assign users to the roles in the Power BI Service after publishing?

To my knowledge, if a user has "Contributor" level access or above, RLS does not apply to them.  So the fact you're saying that only granting them that access allows them to view the report means that RLS is not functioning at all in this case.
