You can do this using conditional format.For that use this formula:
Color Descargado = IF( SELECTEDVALUE('T_CondFormat (2)'[Descargado]) = "NO" && SELECTEDVALUE('T_CondFormat (2)'[Facturado]) = "SI", "RED" )
And after go to Format --> Cell elements --> Choose Column Descargado and set the Color Descargado measure as a Background Color.
