In Power BI Report Server (and SSRS native) I cannot find a way to disable the download buttons in the top right of the screen.
Is there a hidden way?
If not I'll go open an idea as this functionality is definitely needed. Our end consumer users should not be able to even start to get the idea they could be creating their own reports - we want a clean simple interface for our users without buttons which are no use to them.

After research and test, we are unable to disable the download fucntion as what you said. You can create a request here.
