But what about the great compression capabilities of PowerPivot? Are they available in Designer?

Yes.  There is a tabular instance (local mode) that is a child process of Power BI Desktop.  You have a Tabular model with Desktop.

There are already modeling capabilities within Designer.  Calculated Columns and DAX Measures, Relationships.  Categorization.  Check out the May update for Power BI Designer along with the designer experience blog.
