I read here: https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-power-bi-powerpoint-add-in-abou... that users need both a PowerBI account and a Fabric Free license to get this add-in for them...
What if my org doesn't use Fabric? Does this mean because I won't have a Fabric Free license, this add-in is not available?

It still works on Power BI Premium. Fabric itself is not needed.
If the Power BI report isn't located in a Premium capacity or Fabric F64 or greater capacity, a Power BI Pro license is needed.
