Would like to share the data without all the database connection nor my report.
In Tableau, there is a concept of Tableau extract file and you can load xx rows and share the extract files. Is there such a concept in PowerBI?

What kind of data you want to share? If you want to share a pbix file, the connection mode should be "Import" and the whole file could be shared.
If you want to export the data of visuals in the reports which have been published in service, you could refer to below link:

But you must check that the user you want share have the edit permission.

@v-danhe-msft, thanks for the feedback. I was hoping to extract just sample data. You can read about it here. Context of what I am trying to do is that I am doing some work on our data warehouse. I would like to import some sample data and send my collegue the base relationships, etc so she can work with it and create the visualization that she wants without needing to connect to the underlying data source.
Also based on my limited experience with PowerBI, it seems like when I import, I am importing the entire table and I didn't see a way to limit the number of rows. Did I miss a feature?

For your first issue, based on my research, I am afraid you could not achieve this feature currently, I suggest you submit an idea in ideas forum:https://ideas.powerbi.com/forums/265200-power-bi-ideas
For your seconde issue, it based on different data source, for example, when you get data from sql server, you could get beow view and enter T-SQL statement to select the Top 10 rows:
Also you could clean your data in query editor:
