I want the department to be at the top of every records. Could anyone help me to get me to the desired output? I have also attached the below image if the above desired table format isn't clear.

I believe the values of Description column in the output provided is incorrect. Can you please confirm?

They are dummy data, the overall structure of the output is the same. The values are mocked
