Regarding your question, after you switched the slicer to ' less than or equal ', did it create a measure with the expression in my picture?
Measure = MAX('Parameter'[Parameter])After testing, I cannot reproduce your problem for the time being. If the problem still exists, can you share your .pbix file?

Helper IIII tried both options setting data type to decimal 2,0 and less than or equal or single value, doesnt work.
