Power BI Desktop Conditional Format 2 columns with 2 different conditions giving circular dependency

I have a table with YTD spend % based on Approved budget & YTD spend % based on original Plan. I want to conditional format both columns based on another column which has some numbers which is a reference column.

Condition 1 - IF YTD spend % based on Approved budget < Reference Column, 1, 0

Condition 2 - IF YTD spend % based on original Plan < Reference Column, 1,0

 

I wrote DAX as follows:

 

1. 

YTD Spend % Flag Column Approved Budget = IF('ActionItemDataset bridgeCapitalPlanProject'[Month % for 12(Approved)] < [Ytd Approved Budget],1,0) - This is working
2. 
YTD Spend % Flag Column Original Plan = IF('ActionItemDataset bridgeCapitalPlanProject'[Month % for 12(Original)] < [Ytd Original Plan],1,0) - This is giving me circular dependency error 
 
How to avoid this circular dependency error. Please help.

If possible, use measures instead of calculated columns. 

 

Measure for YTD Spend % Flag Approved Budget:
YTD Spend % Flag Approved Budget Measure =
IF(
MAX('ActionItemDataset bridgeCapitalPlanProject'[Month % for 12(Approved)]) < [Ytd Approved Budget],
1,
0
)

 


Measure for YTD Spend % Flag Original Plan:

YTD Spend % Flag Original Plan Measure =
IF(
MAX('ActionItemDataset bridgeCapitalPlanProject'[Month % for 12(Original)]) < [Ytd Original Plan],
1,
0
)
