Power BI DAX to multiply values in columns from different tables based on month

based on the above tables, i need to calculate ultimate numb of claims = claim count * dev factor, if current month = Dec 2023 then 0 * 0 which should return 0, similarly for Nov 2023 419 * 1.065 and goes on.
