How to use Power Automate to export a Power BI Cloud Report to an excel file and then automatically publish the excel file to a website? We would like to automate the entire process.

You won't be able to directly export Power BI reports (.pbix/.pbip) as Excel file (only PDF, PowerPoint (PPTX), and PNG formats). However, you can export data from the Power BI report to Excel by using the Run a query against a dataset action to execute a DAX query against the data model, then use the Create table or Add rows to a table action (Excel Online connector) to export the returned rows to Excel. Note this produces a plain data file with no formatting. Once you have the Excel file, depending on your website type, use the Create file action (OneDrive for Business/SharePoint connector), Upload file action (FTP connector), or HTTP action accordingly to publish it.
However, if you're working with Paginated Reports (.rdl files), Excel export is straightforward and natively supported. Use the Export to File for Paginated Reports action with Excel format selected. The subsequent steps for publishing to your website remain the same.
