How do i pass value with special character %?

I have tried 'Capitalizations %25' but it is not passing through the filter
That's not how the filter URL escaping works. You need to escape the space too.

That is for table and column name right?
The value 'Capitalizations %' should be passed as %27Capitalizations%20%25%27 based on the examples i have referred to but somehow my filter is not passing.
You are correct, your value should be passed as
?filter = Table_x0020_Name/Column_x0020_Name eq 'Capitalizations%20%25'
Yes that is what I applied, but unfortunately it is still not showing the filtered value.
Try with another value to confirm that you have correctly specified the table and column.
Yes, other values without % sign work well, except this one.
