I am trying to pass parameters using URLs with a twist.
What I am trying to do, not sure if it is possible, is set up a parameter for mutliple values but then select a single value for the page to land on. For example, taking the example on the learn microsoft page, if I add the parameter onto the URL
?filter=Store/Territory in ('NC', 'TN')
is there a way for the dashboard to open up with only NC selected but the user then have the ability to select TN or both TN and NC?

After testing, it doesn't work that way. If it's a dashboard, you can only save each filter as a link, which doesn't seem to make much sense. If it is a report, you can directly save the filter of the current page as a report bookmark, and the user can switch these bookmarks to achieve this effect.
