Page navigation using Buttons

I need to create similar view, this is a sample, as below using buttons to navigate:

There are 2 requirements:

1. Only those button should be highlighted when clicked. Here 'Quality' button when clicked, is highlighted in orange, and the remaining button should not.

2. 'Quality' button should display 'Summary quality' page only.

Here is another sample. seems like Action is not used in this

Can you use page navigator instead of buttons. Think it fits your use case

pls see if this is what you want. in the desktop , you need to press Ctrl and click button to jump to another page.
