This is a PBI Desktop sorting issue specific to a dataset that is using the Live Connection method to the PBI Service. When using a local file I don't have any problems but this one came up when I moved the data to OneDrive and then connected to it directly from the PBI Service. I did that so that the reports/dashboard will be auto updated.
Issue:
How do I control the sorting?

Hi @s7powerbi,
When using the Power BI service live connection, there are a few limitations and considerations to keep in mind. Since this is a live connection, left-navigation and modeling are disabled, similar to the behavior when connected to SQL Server Analysis Services. So the Sort by Column option is disabled. For more details, you can refer to this article.
