This is a PBI Desktop sorting issue specific to a dataset that is using the Live Connection method to the PBI Service. When using a local file I don't have any problems but this one came up when I moved the data to OneDrive and then connected to it directly from the PBI Service. I did that so that the reports/dashboard will be auto updated.

When using the Power BI service live connection, there are a few limitations and considerations to keep in mind. Since this is a live connection, left-navigation and modeling are disabled, similar to the behavior when connected to SQL Server Analysis Services. So the Sort by Column option is disabled.
