Option to resize table visual column width has disappeared

This has been something I have observed on multiple computers over different versions. If I start adjusting the column widths on a table visual, sometimes to the option disappears altogether and I can't adjust the widths anymore.

No luck. I have turned that option off but some columns I can't manually adjust the width (by dragging).
