When using Object level security and a user is not allowed to see a table, power bi show a nasty screem:

Unfortunately, this is by design. Power BI is now unable to achieve what you need . You can vote the idea for it at Customize / Disable 'Apply for Access'-Message and wait for users with the same needs as you to vote to help make it happen as soon as possible.
