New user not able to add in azure active directory

Hi

I am trying to ROW level security .. and for i need to add users in this platform

so when i am trying to add new user.. this shows "new user" is disable and i unable to add.. how i add new user user ?

no i dont have power bi priemum account .

i am selecting exisitng email id .. after selecting i applied row level secuirty but when i applied and publish to cloud from POWER BI DESKTOP  then published .. but from cloud when i try to use option "publish to web " and create embed code .// then i did not see that option ..

So i deleted ROW LEVEL SECUIRTY and again i published .. then on cloud i checked and "publish to web " option is displayed ...

i am using free account i dont have premium account .. is this the probelm of this ?

@Bakhtawar are you AAD admin? Do you have permission? You need to assign Pro license using O365 admin or user can directly sign for Pro.
