with my sample data I use the following measures to get the expected result:
Count Status Failed = CALCULATE(COUNTROWS('Table'), 'Table'[Status] = "Failed")
Count Status Passed = CALCULATE(COUNTROWS('Table'), 'Table'[Status] = "Passed")
