Needing help with Countrows Measure

I am needing help with a COUNTROWs measure thats looking at counting rows where that contract falls out of target. Measure as follows:

Count CE % Difference > 90 =
CALCULATE (
    COUNTROWS ( KPI_Data ),
    FILTER (
        KPI_Data,
        [CE % Differance] > 90
    )
)
 
'[CE % Differance]' is a seperate measure which is a % difference value which is as follows:
CE % Differance =
SUM(KPI_Data[CE Agreed]) / SUM(KPI_Data[CE taken ])

I'm not getting the expected result when using the COUNTROWs measure, I believe this may be due to the reliance on the second measure in the calculation.

Any help with this would be greatly appreciated.

        KPI_Data),

    )
