|| CONTAINSSTRING ( Table1[Location], "AKL" )

Something along the lines of a Custom Column in Power Query like
if Text.StartsWith([Location],"SIE") and (Text.Contains([Location],"RUI") or Text.Contains([Location],"KLT") or Text.Contains([Location],"AKL")) then true
else false
