Need Help with Sum

Hi Community,

I want to understand if the following result can be obtained by a measure or need to add a new column? If possible to do by measure, please suggest the formula. Thanks in advance.

you can try to create a column

Column = sumx(FILTER('Table','Table'[ID]=EARLIER('Table'[ID])&&year('Table'[Salary Start Date])=year(EARLIER('Table'[Salary Start Date]))),'Table'[Salary])
