Need Help With Filter

I have a report with a matrix table. I have rows and values with employee name, receipt ID, product name and so forth. I created a measure for Discount % by dividing discounts by base price and included it to the matrix. How do I filter the report to show only total discounts less than -15% per receipt ID instead of filtering every product?discount report.png
