I am using MULRI ROW CARD and want to change the color of tiles . Like Late should be read not number tiles name or On_Time Early name whould be in green like this .

Use the new card visual, it has lots of formatting options. Here is an example:

I am using Version: 2.100.1381.0 64-bit (January 2022) in this I am not able to see this . I can't use newer version azure services is not supporting .

After testing, the multi-row card cannot change the color directly, you can consider to use table visual, it can set the conditional formatting.
e.g Sample data
Create a measure
Measure = SWITCH(TRUE(),SELECTEDVALUE('Table'[Column1])="Ex","red",SELECTEDVALUE('Table'[Column1])="La","green")
Then select conditional formatting of the column1 and select 'font color'
Then put the measure to the conditional formatting.
