Hello!
So Right now, i'm trying to merge and centre cells like in excel,
I created some data as such:
In this case i'm trying to merge "Partnering" into a row header. However, through most of the online guides, it seems like we are suppose to be using a tabluar format though layout:
But it seems to not exisit on my PowerBi.
Might there be any steps i'm missing?

I think you should be using the Matrix Visual instead of the table visual as in the Matrix visual you would get this option of the layout :
