How to bring the above table structure in Power BI ? If it is a Matrix table visualization, please show an example with multiple merged column headers.

Those are not values....those are just static headers which i need.

As you refer you need to use a matrix table and have a column with the categorization of your lowest values so that you are abble to get the next level. Now depending on the way you have the lowest level information (measures or coluns) the calculations can be done in different ways.
Check a small example with Columns as values in your model. Be aware that I have made this within the same table but you can make the categories on a separat table.
Also some trick was to make the Total columns for DIV and Budget Allocation hidden on the matrix by reducing the size of the columns.

But when I copy and paste your visual, and then update your visual with my data, it works! Any idea why or how to create categorization with a new matrix visual? I wonder if I am not setting some properties correctly or something simple.

When you create a new matrix visual by default the rows and columns are closed so you need to do the drill down:
Is this that is happening? Can you post some images of the result when you add a new matrix please so I can try and check what can be happening.
