Merge Cells in Matrix Visualization Not Working

Hello! I tried to follow the directions in the following post to merge cells in Power BI, but I am stuck b/c the "expand hierarchy" button does not appear on my matrix: https://community.powerbi.com/t5/Desktop/Merge-cells-in-tabular-visualization/m-p/738630

I currently only see these buttons to toggle on my matrix:

I am looking to merge the rows that appear below in the visualization portion of my dashboard.

IND	Hyd	2018	70000	Yes
IND	Blore	2017	550000	Yes
IND	Blore	2018	650000	Yes

No, I just have 1 field in the rows section.
