Matrix bubble chart

Hi Experts,

I have a requirement of creating a matrix bubble chart like the below:

Out-of-the-box functionality doesn't provide such charts.

Also with the click of every circle, I want to open a new report which indicates the raw data behind it.

Can you please give me any pointers for this?

I tried this solution but get stuck while installing the script.

Any idea how to resolve this?
