You can create a map visual first, then create report page tooltips for it as referred in the following links:

Hi @Anonymous, is it possible to enable all tooltips at once, in order to my user see all tables over all points in same time?

I'm afraid that this requirement cannot be fulfilled with only one visual. Maybe you can try to create map and table visual at the same time...
