Preeti_Yadav Ah, sorry, I was thrown off by your screenshots with the big white boxes thinking that's what you wanted, but that's just how to add the layers in your other program...
You might be able to acheive something similar using drilldown with Country and State both added to the location field of the map visual.
Otherwise the Shape Map is in preview feature and might help - I don't personally have much experience with this one as am in NZ and they don't have a ready built map for us yet, so you may need to follow the help on Shape Map to create your own custom map. Then again, use the drill-down functionality to get close to the layer effect.
