Is it possible to create a chart in Power BI that looks like the image attached here?

I'm looking specifically to get the colored dots relative to the number in the chart.

yes of course. 

use the conditional formatting for the measure in question , and use icons .

and put the rules you want .

note that you dont have the exact icons that you are using in your image .

however you can import new custom icons into power bi to be able to use them .
