License - one user servicing multiple workspaces

Scenario: A single agency user (designer) wanting to work and publish reports in different workspaces (clients).

Is that a single Pro license for the designer? i.e. the number of separate workspaces he/she can publish to is unlimited?

According to Microsoft's documentation, there are 1,000 workspaces that can be created with the PRO license.

But that amount also depends on the overall space used within the tenant and there is not much documentation on that.
