After reviewing the details you provided, I have identified few workarounds that may help resolve the issue. Please follow these steps:
To use Power BI Copilot, a Microsoft Fabric license by itself is not sufficient. Access to Copilot requires:
Please note that Power BI Pro licenses do not provide access to Copilot features on their own, and trial SKUs are not supported.

Hi @Balasri To access Copilot in the Power BI service, you need to have the Fabric capacity (F64 or higher) or Premium capacity.Please Check this Documentation for more details https://learn.microsoft.com/en-us/power-bi/create-reports/copilot-introduction

the workspace is already in premium capacity but user is receiving the error in Power BI desktop.
If I open any report inside this workspace, I can access Co-Pilot option, But cannot connect to Copilot from my desktop(not getting dropdown option in PBI desktop. When I click on Co-Pilot there)
To use Copilot in Power BI Desktop, you need admin, member, or contributor access to at least a single workspace that is assigned to a paid Fabric capacity (F64 or higher) or Power BI Premium capacity (P1 or higher) that has Copilot enabled

@Balasri Could you check if there is any restrictions on co pilot to be used in PBI Desktop in your organisation and you have appropriate role admin contributor also keep the latest PBI Desktop installed The capacity should be in Fabric F64 or higher and PBI Premium capacity
P1/F64 or greater capacity is required for Co-pilot. Pro licence is not related, you will need Pro licence to publish reports.
