Issue with Displaying Full 10x10 Matrix

I'll just summarize what others have suggested, and if you find it helpful, you can mark the suggestions made by Bibiano_Geraldo and rsbin as the solutions .
1.You need to create two dimension tables representing the row and column fields of the matrix respectively, and both dimensions have complete data (data from 1 to 10)Create one-to-many relationships(single)
Set the rows and columns "Show items with no data "

You can create 2 separate Dimension Tables, one each for Likelyhood and Consequence.
These would be one-column tables with the values 1 - 10.
Join each table to your "Fact" table shown above.
Then use these dimension tables as your Column and Rows in your Matrix.
Once you drag these into the field wells, make sure to select Show Items with No Data
