HI,
I am facing an issue with Power BI conditional formatting for KPI visual
Here the red color should have come.
I have given the conditions in the formatting section, but somehow it is not working.
Can somebody pls provide the guidance here ?

As 4% doesn't meet the target, perhaps you need to format it in "Bad Color" section?
Otherwise as an alternative, you may try the new card visual with the same rules. For example
