Issue while Publishing the dashboard in Workspace and the Visuals are not getting published properly

Hello All,

I am trying to publish the Power BI pbip file into my workspace but I got the images and visuals not shown after the publish. It was half and half messed with the reports. All are existing reports in PBI and when I tried to republish, I got this issue. 

 

1. One the visuals are not getting published properly

2. For the new report, it doesnt not even publish the reports and only data sets gets published

 

Point # 1:

For point # 2 that I got so far .. (hidden the names of the dashboard)

Getting some workarounds to download the file from one workspace --> apply all of my development changes --> republish it in another workspace and then refresh the dashboard

 

But this is not the solution. this is happening only from 10/08/2025.

Was there any changes that you are all aware of issue with MS Power BI release at or after 10/08/2025?

 

Any help is appreciated at this stage since we have multiple projects got affected due to this issue.

Issue: Publishing PBIP files fails—visuals missing, report not published, only dataset appears.

 

Cause: Conflict between PBIR and PBIR-Legacy formats (report.json), or broken custom visuals.


Fix:
- Delete report.json from PBIP folder.
- Rebuild visuals using latest marketplace versions.
- Use latest Power BI Desktop to export clean PBIP.
- Test publish in a sandbox workspace first.

Hi @AarthySivaramak ,

Thank you for sharing the update.  Microsoft introduced changes to how PBIP files function in the October 2025 Power BI Desktop release. These updates impact the connection between report.json and dataset.json files. If your PBIP was created with an older version, it may not align with the new format, which could result in missing visuals or only the dataset being published.

NOTE:Since PBIP is still in preview, such format changes are expected periodically until general availability.

To resolve this, delete or rename the report.json file located outside the definition folder, as it belongs to the older format and can cause conflicts. Retain the report.json inside the definition folder, as it contains your report layout and visuals.

 

After removing the outer file, reopen the PBIP with the latest Power BI Desktop and attempt to publish again. This should restore the correct metadata link and your visuals.

FYI.. Tried converting files as PBIX format also works fine.

Just to add from my side

  1. PBIP is still in preview, and Microsoft introduced some format changes after the October 2025 update. These changes can impact report publishing, especially if older files like report.json remain in the PBIP folder. This is why we sometimes see only the dataset appear, but not the report.
  2. If you're moving PBIP files between workspaces, make sure the dataset and report stay properly linked. After publishing, check the visuals to confirm everything displays correctly, particularly if custom visuals are used.

1. Can you please provide me more info on what format changes had been in place as part of October 2025? 

2. Which report.json file should be deleted from the folder? I see 2 report.json file one inside definition folder and another outside the folder. We tried deleting the defintion folder itself and it didnt fix the issue at all.

Thanks Yugandhar.  I tried this workaround and hope it works , I had pbip files that was development complete before 10/08/2025 and tested them all and tried publishing it in the workspace and I dont see any issue so far after publishing into the workspace but I will try with deleting the report.json file outside the definition folder and see if that works too

Thanks for your response. I am trying the same to test in the lower environments as thoroughly as possible without report.json file.
