Issue while Publishing the dashboard in Workspace and the Visuals are not getting published properly

Issue: Publishing PBIP files fails—visuals missing, report not published, only dataset appears.

Cause: Conflict between PBIR and PBIR-Legacy formats (report.json), or broken custom visuals.

Fix:
- Delete report.json from PBIP folder.
- Rebuild visuals using latest marketplace versions.
- Use latest Power BI Desktop to export clean PBIP.
- Test publish in a sandbox workspace first.

Just to add from my side

1. PBIP is still in preview, and Microsoft introduced some format changes after the October 2025 update. These changes can impact report publishing, especially if older files like report.json remain in the PBIP folder. This is why we sometimes see only the dataset appear, but not the report.
2. If you're moving PBIP files between workspaces, make sure the dataset and report stay properly linked. After publishing, check the visuals to confirm everything displays correctly, particularly if custom visuals are used.

Thank you for sharing the update.  Microsoft introduced changes to how PBIP files function in the October 2025 Power BI Desktop release. These updates impact the connection between report.json and dataset.json files. If your PBIP was created with an older version, it may not align with the new format, which could result in missing visuals or only the dataset being published.

NOTE:Since PBIP is still in preview, such format changes are expected periodically until general availability.

To resolve this, delete or rename the report.json file located outside the definition folder, as it belongs to the older format and can cause conflicts. Retain the report.json inside the definition folder, as it contains your report layout and visuals.

After removing the outer file, reopen the PBIP with the latest Power BI Desktop and attempt to publish again. This should restore the correct metadata link and your visuals.
